Most fans of the series will tell you this show started downhill in season 6 when the episodes went from black and white to color. I would argue that the decline started in season five. I think the main reason is the start of the spin-off series Gomer Pyle, USMC which is where a lot of behind the scenes people ended up. I would guess that the producers felt that the Griffith show was established and could continue running with a change in some of the personnel. There are still a lot of great episodes here, but "Goober Takes A Car Apart", "Barney Fife, Realtor" and a few other examples are evidence of what's to come.
